Former Highways England chief joins DIO

Former Highways Agency chief executive Graham Dalton has been appointed to run the MoD’s Defence Infrastructure Organisation.

He starts his new job today after being recruited by Capita as part of the strategic business partner agreement with the Ministry of Defence.

Dalton spent seven years as the chief executive of the Highways Agency, and then a short time at the successor body, Highways England, before leaving last summer.

Dalton is a chartered civil engineer and has spent his career in the operation, maintenance, and enhancement of large infrastructure including railways, power generation and ports.

He has worked for a large engineering consultancy, for an international construction contractor and spent several years on delivery of large projects in the Middle East and Far East.
