Liverpool City Council is looking for contractors to work on a four-year highways framework worth up to £280m.
The move comes after the council terminated its highways deal with Amey early this year.
Work were bought temporarily in-house but now the council is looking to appoint framework contractors for future projects.
The deal will be divided into three lots with project values between £500,000 and £12m.
Up to 24 firm will be invited to tender across the lots with a total of 12 winners due to be selected.
Interested contractors must apply by October 17.
