Government hires Barratt boss to speed-up house building

The government’s Homes and Communities Agency has hired former Barratt Partnerships chief Stephen Kinsella to head its Accelerated Construction unit.

As director of the unit he will steer a £2bn programme that involves the HCA taking direct action to build homes on surplus public sector land.

Rather than sell land directly to the market, the HCA will enter into partnerships with developers through the unit imposing robust contractual conditions to deliver housing schemes.

The Government hopes this will increase the pace of house building and diversify the market by supporting smaller builders and modern methods of construction.
